Local authority collaboration regarding planning and development

    1. Lac Hong University Collaborates with Local Authorities to Improve Social Housing Project Management in Long Thanh District, Dong Nai Province

Lac Hong University (LHU) actively collaborates with local government authorities to address urban development challenges and promote sustainable communities. One notable initiative is its research collaboration with the Long Thanh District Project Management Board to improve the management of social housing construction projects for industrial workers and low-income residents in Dong Nai Province.

In 2025, Ms. Nguyen Ba Ngoc Thao, a researcher from LHU's Faculty of Civil Engineering, collaborated with Mr. Tran Xuan Tham from the Long Thanh District Project Management Board to conduct the study entitled “Improving the Efficiency of Management of Social Housing Construction Projects for Industrial Parks in Long Thanh District, Dong Nai Province.” The study was published in the Journal of Science of Lac Hong University on September 15, 2025.

The research addressed the growing demand for affordable housing in Long Thanh District, a major industrial development area in Dong Nai Province that attracts a substantial workforce. Through an assessment of local housing conditions and project management practices, the researchers identified several challenges, including an insufficient supply of social housing, inadequate living conditions in existing rental accommodations, and a lack of essential social infrastructure, such as childcare facilities, healthcare services, and recreational spaces for industrial workers.

Many existing rental accommodations for industrial workers are small and do not fully meet adequate living environment standards.
Limited living spaces that do not fully meet adequate living environment standards.

To address these challenges, the research examined social housing development and management during the 2021–2026 period, with orientations toward 2030, taking into account Dong Nai Province's housing development policies, including Resolution No. 23/NQ-HDND.

Based on their findings, the researchers proposed several practical solutions to improve the efficiency and sustainability of social housing projects. These included streamlining project appraisal and approval procedures, strengthening coordination among relevant government agencies, facilitating access to preferential housing loans through the Vietnam Bank for Social Policies, and enhancing construction standards to ensure adequate living space, ventilation, lighting, and overall residential quality for low-income households.

Modern social housing developments with integrated amenities are expected to address the housing needs of industrial workers and provide stable, comfortable living conditions.

A key feature of this initiative was the direct collaboration between the university and a local government project management authority, integrating academic expertise with practical experience in public project administration. This partnership enabled the research to respond to local development needs and provide evidence-based recommendations relevant to housing management, urban planning, and social infrastructure development.

The collaboration demonstrates Lac Hong University's contribution to local development planning and affordable housing policy by supporting more effective social housing project management and informing potential improvements in housing accessibility and living conditions for industrial workers and low-income communities.

Furthermore, the initiative reflects LHU's commitment to advancing the United Nations Sustainable Development Goals, particularly SDG 11: Sustainable Cities and Communities, through research supporting access to safe, affordable, and sustainable housing, and SDG 17: Partnerships for the Goals, through cooperation between higher education institutions and local government authorities.

Through this research partnership, Lac Hong University reinforces its role as an academic institution that contributes practical knowledge and policy recommendations to address local urban development challenges and support inclusive, sustainable community development.
